The Brown County Early Learning Center was the vision of the Tracy Family Foundation. The foundation funded the purchase of the building, renovations, and provides an annual financial subsidy to make this high-quality center affordable for families. The Tracy Family Foundation receives its funding from Dot Foods.

The YMCA of West Central Illinois operates the Brown County Early Learning Center. All center staff are employees of the YMCA and the YMCA guides the day-to-day operations of the center.
